Point Mallard Opens New Way to Explore the Water

The Decatur City Council approved funding Monday for a new kayak launch and self-service rental kiosk at Point Mallard Park, expanding public access to the Tennessee River and Flint Creek and continuing the City’s investment in outdoor recreation.

The project includes constructing an accessible kayak launch and floating dock, along with two self-service rental stations offering kayaks and paddleboards for public use. The launch will serve as an entry point into the Flint Creek Exploratory Paddle Area and connect paddlers to existing creek and river routes.

The total project cost is estimated at up to $170,000, funded through the City’s unassigned fund balance. Partnerships with North Alabama Trails and Recreation, the Alabama Scenic River Trail, state partners, and local donors are supporting the project’s development. Any unused city funds will return to the general fund.

The project will move forward pending approval from the Tennessee Valley Authority, which reviews projects impacting shoreline areas and water access along the river system.

Mayor Kent Lawrence said the project expands access to one of Decatur’s defining natural assets.

“Our river and waterways have always played an important role in Decatur,” Lawrence said. “This project makes it easier for more people to enjoy that resource and experience the outdoors in a way that is simple and accessible.”

The launch will be located near the walking trail at Point Mallard and is designed to improve accessibility for users of all experience levels, including those with limited mobility. The area will also accommodate residents launching their own non-motorized watercraft, including kayaks and canoes. The rental kiosks will operate on a self-service system that allows users to reserve equipment, complete waivers, and unlock rentals via a mobile platform. In contrast, equipment maintenance and rental operations will be managed by a third-party provider.

Parks and Recreation Director Hunter Allen said the project connects Point Mallard to a growing outdoor recreation network.

“This gives people a simple way to get on the water without needing to own equipment,” Allen said. “It adds another experience that connects the park to Flint Creek and the Tennessee River.”

Installation is expected to begin later this year, with kayak and paddleboard rentals anticipated to launch during the summer season, pending final approvals.
